about the cloak of silence. it works by creating a material with negative refraction index for your given wavelength and medium (so called meta material). usually this is done with a grid like structure. it basically allows you to guide the wave around an object. it is a highly interesting technology. i wouldn't say "commonly" found in military labs but that is where you can find it. to my knowledge they successfully made materials to work with longer electromagnetic waves ( would guess on radar related stuff ) and some infrared light (altho tho objects they hid where tiny). while the invisibility cloak trick is mathematically possible, it requires insanely small structures, almost impossible to manufacture with today's technology.
about the blue light. i would guess on photochemistry. but no real idea.
The optogenetics stuff isn't entirely new, but it is ridiculously cool; the last place I came across it was being used to switch on and off neurons in mice brains. Here's an article mentioning it being used to remote-control C. elegans.
