10 bucks says it's sodium silicate. Technically biocompatible, but not good for coating implants. On contact with bodily fluids the silica gets replaces by calcium and phosphate forming hydroxyapatite. It'll cause the coating to crack and be useless. Also it's fairly porous so it won't really coat the thing properly to keep it inert. It can be used as a component in coatings though.
